This is discovered every few years and has been published in the Memphis Commercial Appeal from time to time. I have always wondered why the city parks and maintenance departments isn't required to construct their buildings on some of the unused Industrial zoned land that sits vacant throughout Memphis instead of ruining unspoiled areas usually adjacent to nice neighborhoods causing their deterioation?
